The physical location is the town of Tornio, Finland, located on an island in the Tornion-joki at the northern-most extension of the Baltic Sea, the Bay of Bothnia, right on the Finnish-Swedish border. The Kemi-Tornio Polytechnic recently joined with the Western Lapland College of Art and Media to form a College of Art and Media granting degrees at a Bachelors level. The facility of the College is one of the best in Europe for media, including several AVID workstations, an Intergraph laboratory, over 100 networked Macintosh computers, realaudio.realvideo servers, a radio station, full television production studio with location equipment, several betacam editing suites and cameras, DV cameras, three professional audio production studios, excellent internet connections and more

In the two previous summers, the College has been the site of Polar Circuit, one of the most important international artists residency programs in New Media, attracting many of the top practitioners from every corner of the globe. Since plans for Polar Circuit were scrubbed for this summer it was decided to hold an alternative workshop for select media students

Travel to Tornio can be arranged by plane, car, bus, and train. By plane, one may fly from Helsinki to the Kemi-Tornio Airport (approx FIM 800 return, 55 minutes) and take an airport taxi (FIM 60, 25 minutes) to Tornio proper. From Helsinki, trains leave several times a day as well as busses. From Stockholm there are flights to Oulu and busses direct to Tornio or Haparanta
